In recent years, LKAB also discovered Europe’s largest known deposit of rare earth elements critical to manufacturing electric vehicles and renewable energy technologies bolstering its strategic relevance.

This rare earth find has positioned LKAB at the center of Europe’s Critical Raw Materials Act, which aims to meet 40% of the EU’s mineral demand through domestic production by 2030. However, this economic centrality comes with trade-offs: LKAB’s expansion has raised pressing questions about compensation, land access, and the cultural impact on the indigenous Sami population, whose traditional reindeer herding routes are being disrupted.

Between local sacrifice and European ambition

The relocation highlights the uneven geography of Europe’s green ambitions. Kiruna’s citizens are sacrificing their homes, heritage, and microclimate comfort to facilitate the continent’s mineral independence from China. While most residents accept the necessity “we live on the minerals,” said Municipal Chairman Mats Taaveniku the emotional cost is high. Multi-generational homes, childhood memories, and familiar neighborhoods are being dismantled or rebuilt.

Although LKAB is offering compensation equal to the market value plus 25%, or the construction of a new home, the process is complicated by limited municipal land holdings. Most land in northern Sweden is controlled by the state, leading to bureaucratic and environmental bottlenecks. Conflicts with defense planning, environmental protection, and Sami land rights further constrain development.

Taaveniku described ongoing disputes with both LKAB and Sweden’s national government, lamenting the lack of direct financial and political support. He also urged the European Union to match its critical materials policy with funding and political will to assist communities like Kiruna bearing the brunt of extraction.

Built environment meets Arctic climate realities

Even the newly relocated city raises concerns. A study by the University of Gothenburg warns that Kiruna’s new city center, designed in a grid layout in a valley where cold air collects, could be up to 10 degrees Celsius colder than the original. Narrow streets and tall buildings reduce sunlight exposure, intensifying winter discomfort in an already frigid environment.

Built heritage specialist Jennie Sjöholm, who has tracked Kiruna’s transformation for 25 years, emphasized that while -15°C winters are typical, extended periods of -25°C will drastically reduce human comfort and resilience. The risks go beyond human health: cold increases material fragility and reduces urban livability, compounding the social challenges already present in the relocation.

A climate of contradictions

Kiruna’s relocation exemplifies the contradictions embedded in Europe’s climate transition: the continent’s push for resource sovereignty is materially and socially transforming peripheral communities. While the project is a marvel of planning and engineering, it reveals the deeper cost of the green economy one paid disproportionately by remote towns like Kiruna.

As Europe’s appetite for rare earths and critical minerals grows, the Kiruna experiment raises an uncomfortable question: how sustainable is a green future if it displaces people and undermines the cultural and environmental foundations of the very communities that help build it? The answer may depend not only on technology and extraction but also on justice, governance, and shared responsibility.
