The British Retail Consortium notes that consumer confidence remains subdued, with high prices continuing to be the primary factor dampening spending. Geopolitical uncertainty in the Middle East, alongside tax and regulatory pressures, is further weighing on the retail sector’s business outlook. On the monetary policy front, the weak retail data is at odds with high inflation. Whilst a slowdown in consumption may alleviate inflationary pressures, the increased risk of an economic downturn has delayed expectations of a Bank of England rate cut, and the dampening effect of high interest rates on consumption is set to persist. Looking ahead, against a backdrop of persistent cost-of-living pressures and ongoing geopolitical risks, UK retail sales are unlikely to improve in the short term, and weak consumption may become a key factor constraining the UK’s economic recovery.

Rising inflation expectations have directly heightened market concerns about inflationary stickiness and reversed the previous widespread expectation that the Federal Reserve would cut interest rates in 2026. John Leding, Chief Economic Adviser at Bryan Capital, stated that the Fed can only turn a blind eye to rising inflation during oil price shocks if inflation expectations remain stable, and this report seriously calls into question the claims by Fed officials that this is indeed the case. Interest rate futures indicate that the probability of a 25-basis-point rate hike by the Fed in October has risen to 55 per cent, with the probability of a hike in September approaching 50 per cent; the probability of a rate hike this year has reached the 58 per cent to 70 per cent range.
