The White House mediates a critical banking-crypto clash over stablecoin interest, stalling key digital asset legislation.
The White House is stepping in to mediate a high-stakes clash between the banking and cryptocurrency industries over landmark digital asset legislation. A summit scheduled for Monday will bring executives from both sectors to the table to find a path forward for a bill that has stalled in Congress, according to sources familiar with the discussions.
Hosted by the White House's crypto council, the meeting will focus on a single, critical issue: whether crypto firms should be allowed to pay interest and other rewards on stablecoins. This point of contention has created a legislative deadlock, and the Trump administration's involvement signals a strong desire to see the bill passed into law.
The core conflict pits the growth ambitions of the crypto industry against the stability concerns of traditional banking.
• Crypto Industry's Stance: Companies argue that offering rewards on customer holdings is a crucial tool for attracting new users. They view any prohibition as an anti-competitive measure that would stifle innovation and growth in the U.S. digital asset market.
• Banking Sector's Stance: Banks warn that allowing crypto firms to offer high yields on stablecoins would create direct competition for customer deposits. Since deposits are the main source of funding for most lenders, a significant outflow could threaten the stability of the entire financial system.
This isn't just a theoretical risk. A recent report from Standard Chartered estimated that stablecoins could siphon approximately $500 billion in deposits from U.S. banks by the end of 2028.
The proposed legislation, known as the Clarity Act, aims to establish the first comprehensive federal rules for digital assets. For years, the crypto industry has lobbied for such regulation, arguing that the lack of clear rules creates legal uncertainty and hinders its ability to operate effectively in the United States.
While the House of Representatives passed its version of the bill in July, momentum halted in the Senate. The Senate Banking Committee was scheduled to debate the bill this month but postponed the meeting at the last minute, largely due to the unresolved dispute over stablecoin interest.
The disagreement stems from a law passed last year that created a federal framework for stablecoins—digital tokens pegged to the U.S. dollar. While that bill prohibited stablecoin issuers from paying interest, banks argue it left a critical loophole.
They contend the law would still allow third-party platforms, like crypto exchanges, to pay yield on stablecoins. This would effectively create a new, lightly regulated competitor for the deposits that form the bedrock of the traditional banking system. As Washington pushes for a compromise, the outcome of this debate will shape the future of both finance and crypto in America.
