Diplomatic friction over Trump's Greenland and peace proposals delays $800B Ukraine aid at Davos.
An $800 billion economic support package for postwar Ukraine has been delayed after European opposition to unrelated initiatives from US President Donald Trump derailed negotiations at the World Economic Forum in Davos.
The "prosperity plan," a joint effort between the United States, Europe, and Ukraine, was expected to be announced this week. However, according to a Financial Times report citing six officials, the announcement has been postponed indefinitely.
The breakdown in talks stems from European frustration over two of President Trump's recent proposals: his bid to acquire Greenland and a "Board of Peace" initiative. These issues reportedly overshadowed the planned focus on Ukraine, souring the diplomatic atmosphere at the high-profile summit.
"Nobody is in any mood to stage a grand spectacle around an agreement with Trump right now," one official told the FT.
The tensions directly impacted the aid negotiations. The United States did not send a representative to a key meeting held on Monday evening, effectively halting progress on the deal’s final text.
While the Davos announcement is off the table, officials suggest the prosperity plan has not been permanently shelved and could be signed at a later date.
The delay puts Ukrainian President Volodymyr Zelenskiy in a difficult position. On Tuesday, Zelenskiy stated he would only travel to Davos if documents for the prosperity plan and separate security guarantees with the United States were ready to be signed.
