Communication Between the United States and Iran, Along With Mediation Efforts, Remains Ongoing

On July 26 local time, Iranian Foreign Ministry spokesperson Esmaeil Baghaei said that communication between Iran and the United States is continuing and that mediators are still actively engaged in facilitating dialogue.

Baghaei also noted that the U.S.-Iran Memorandum of Understanding is not a lengthy or complicated document but rather a concise agreement consisting of only 14 articles. He said the international community had expected the United States to honor its commitments this time, but Washington had openly violated multiple provisions of the memorandum, marking the third time diplomatic efforts had been undermined.

Iran Is Willing to Implement a Reciprocal Ceasefire but Remains Skeptical of U.S. Intentions

An Iranian source said that Iran would halt its military operations if the United States stopped its military strikes, but Tehran remains skeptical about Washington's intentions.

According to the source, Iran's position remains one of responding to attacks with counterattacks. If military action ceases, Iran will likewise stop its operations. This position has already been conveyed to the United States.

However, the source said Iran is more doubtful than optimistic about the sincerity of the proposed ceasefire, believing the move is driven more by tactical considerations than by genuine intentions.

Iran's Parliament Reviews Strait of Hormuz Management Bill

According to Al Jazeera, citing Iran's state broadcaster, the Iranian Parliament's National Security Commission is working with several parliamentary subcommittees, including those responsible for judicial, economic, and civil affairs, to review a draft bill governing the management of the Strait of Hormuz.

Although the full text of the bill has not yet been released, Iranian officials previously said the legislation is intended to establish Iran's sovereign authority over the Strait and would introduce transit fees for vessels passing through the waterway.

Earlier this May, Deputy Speaker of Parliament Ali Nikzad said the draft explicitly prohibits Israeli vessels from transiting the Strait of Hormuz. Vessels from hostile countries would also be denied passage unless compensation is provided for damages caused by the war.

Israeli Prime Minister Says the War Will End Only After the Iranian Regime Collapses

On July 26, Israeli Prime Minister Benjamin Netanyahu told Fox News that the war would end only when Iran's current regime collapses or is sufficiently weakened to abandon its nuclear program.

On the evening of July 26 local time, Iran's Supreme Leader Mojtaba Khamenei responded to a letter from Hezbollah Secretary-General Naim Qassem and the group's fighters.

In his reply, Khamenei described Hezbollah as the principal force resisting Israel and its supporters in the current regional environment, adding that it has become an important source of inspiration for those opposing hegemony and its proxies around the world.

He said Hezbollah's resilience depends not only on its fighters but also on the support of the Lebanese people, particularly those in southern Lebanon.

Khamenei reaffirmed that supporting Hezbollah has become a strategic policy of Iran under the doctrine established by the late Supreme Leader Ayatollah Ali Khamenei. He stated that preserving Lebanon's territorial integrity and securing a comprehensive and unconditional end to Israel's military operations in Lebanon are Iran's primary conditions for reaching a memorandum of understanding with the United States to end the conflict.

He also said that people around the world can no longer tolerate what he described as oppression and aggression by the United States and Israel, and pledged that Iran would continue its path of resistance.

Trump Orders U.S. Military to Suspend Strikes Against Iran

According to Axios, U.S. President Donald Trump ordered the U.S. military on July 24 to suspend planned strikes against Iran, ending a streak of 13 consecutive days of U.S. airstrikes.

The report said the move reflects Trump's willingness to create more room for diplomatic efforts while recognizing that the current air campaign is unlikely to achieve further meaningful results without resuming a broader military operation.

Sources said the U.S. military continues to prepare contingency plans for a possible large-scale operation, although Trump has not yet made a final decision.

Axios also reported that just hours before Trump issued the order, an Omani delegation arrived in Iran to discuss new arrangements for reopening the Strait of Hormuz. Two regional sources said the negotiations have made progress and that Oman and Iran could reach an agreement over the weekend.

Baghaei also confirmed that Iran recently held deputy foreign minister-level talks with Oman on maritime security and navigation management in the Strait of Hormuz. He described the discussions as productive and said some progress had been achieved.

Although the Omani delegation left Tehran on July 25, technical and political consultations will continue. Baghaei added that navigation through the Strait of Hormuz remains unchanged.

Surge in Black Sea Shipping Attacks Threatens Grain Prices and Oil Transportation

Russia and Ukraine have intensified attacks on vessels operating in the Black Sea in recent weeks. Earlier this week, ten crew members aboard a commercial vessel were killed.

Russia's Ministry of Defense warned that navigation within Russia's exclusive economic zone in the Black Sea is no longer safe because Ukraine has stepped up attacks on vessels linked to Russia.

As Moscow issued its warning, Ukraine continued targeting ships operating in the Black Sea and the Sea of Azov in an effort to disrupt Russian exports and pressure the Kremlin back to the negotiating table.

A prolonged disruption to Black Sea oil exports could place additional pressure on global markets, as the U.S.-Iran conflict has already disrupted oil transportation through both the Strait of Hormuz and the Red Sea.

Lane: September Will Be the Next Key Milestone for Interest Rate Policy

ECB Chief Economist Philip Lane said in a speech last Friday that the European Central Bank will reassess its policy stance in September and may adjust monetary policy if necessary.

Lane emphasized that future interest rate decisions will continue to be data-dependent, noting that the ECB's role is to respond appropriately without overreacting or underreacting.

He described the current situation as a medium-sized shock, adding that whether policy changes are needed in September will largely depend on whether oil and natural gas prices remain elevated or whether a lasting solution can be reached to restore normal shipping through the Strait of Hormuz.

The ECB recently kept interest rates unchanged while assessing the impact of the Middle East conflict on eurozone inflation and economic growth.
