The 2026 NDS signals a profound shift, prioritizing homeland defense, rebalancing global responsibilities, and reframing major threats.

The Pentagon has released its 2026 National Defense Strategy (NDS), signaling a fundamental pivot in America's global posture. Titled "Restoring peace through strength for a new golden age of America," the document prioritizes homeland protection and managing the threat from China, while clearly stating that allies must assume greater responsibility for their own security with reduced US assistance.
This new strategy represents a significant departure from previous defense doctrines. It redefines America's top security threats, elevating immigration to a primary danger while downplaying the challenges posed by Russia and China.
The document builds upon President Donald Trump's National Security Strategy from the previous year, which advocated for reasserting US dominance in the Western Hemisphere, expanding military power in the Indo-Pacific, and potentially re-evaluating relationships with European allies.
The strategy's core message is a shift in global burden-sharing. "As US forces focus on homeland defense and the Indo-Pacific, our allies and partners elsewhere will take primary responsibility for their own defense with critical but more limited support from American forces," the document states.
A New Approach to China
In the Indo-Pacific, the Pentagon aims to prevent Chinese dominance over the US or its allies. However, the strategy also calls for "respectful relations" with Beijing, suggesting a path to peaceful coexistence is possible.
The document argues that countering China's territorial ambitions "does not require regime change or some other existential struggle." It posits that "a decent peace, on terms favorable to Americans but that China can also accept and live under, is possible." Notably, the strategy makes no mention of Taiwan.
Redefining the Threat from Russia
The NDS describes Russia as "a persistent but manageable threat to NATO's eastern members for the foreseeable future." In a clear call for European autonomy, the document states that America's NATO allies must "take the lead" in defending Ukraine against Moscow's invasion, promising "critical but more limited US support."
Homeland Security as the Top Priority
The strategy unequivocally links border control with national defense, stating, "border security is national security." It commits the Pentagon to "prioritize efforts to seal our borders, repel forms of invasion, and deport illegal aliens."
Furthermore, the document says the Pentagon will develop options for Trump to "guarantee US military and commercial access to key terrain" globally, including Greenland, which Trump has previously expressed interest in taking over.
The 2026 NDS is strikingly different from the strategy released under the Joe Biden administration, both in substance and style. The new document is filled with photographs of Trump and Defense Secretary Pete Hegseth. In contrast, the previous NDS did not feature any pictures of then-President Biden or Defense Secretary Lloyd Austin.
The current strategy also praises Trump for having "[rebuilt] the American military to be the world's absolute best," while criticizing previous administrations for "eroding our military's readiness and delaying modernization."
Climate Change Dropped from the Agenda
One of the most significant changes is the complete omission of climate change as a national security threat. The 2022 NDS released under Biden contained an entire section on the issue, warning that "Climate change is creating new corridors of strategic interaction, particularly in the Arctic region" and would increase demand for military disaster response.
Reassessing China and Russia
The two strategies also hold fundamentally different views on America's primary adversaries. The Biden-era NDS identified China's actions as the "most comprehensive and serious challenge" to US security. It also described Russia as an "acute threat" that was actively trying to "reimpose an imperial sphere of influence." The 2026 document reframes both nations as more manageable challenges.
