          Mandatory spending protects Social Security and Medicare

          Unlike programs dependent on yearly budget negotiations, Social Security and Medicare are mandatory spending programs, which means their funding is legally guaranteed. Both are financed primarily by payroll taxes of 7.65% that workers and employers contribute, held in trust funds separate from the federal government’s general fund. This structural separation explains why checks keep arriving even when other parts of the government are halted.
          During a shutdown, discretionary programs like passport services, disaster aid, and certain small business loans stop until lawmakers pass a new funding bill. But Social Security and Medicare are not subject to these cycles, ensuring continuity of benefits regardless of political gridlock.

          Services available — and where disruptions occur

          Social Security retirement, SSDI (Disability Insurance), and SSI (Supplemental Security Income) payments are unaffected. Beneficiaries can still apply for benefits, request replacement Social Security cards, update direct deposit information, or appeal disability claims. Medicare enrollment through the Social Security Administration also continues as normal.
          However, the Social Security Administration estimates around 15% of its workforce would be furloughed during a shutdown. That reduction creates delays and gaps in services. Beneficiaries may be unable to obtain benefit verification letters (often needed for mortgages or loans), correct errors in benefit records, or request replacement Medicare cards. Customer service wait times could also increase.

          Disability applications and Medicare operations

          While SSDI benefits already in place continue uninterrupted, people applying for disability or awaiting decisions may face longer delays. Applications are reviewed by state Disability Determination Services, which rely on federal funding. Although the SSA “encourages” states to keep working during a shutdown, it cannot require them to operate without reimbursement. With initial disability claims already averaging seven months for review, shutdown delays could compound backlogs.
          For Medicare recipients, coverage of doctor visits, hospital care, prescriptions, and treatments continues. Yet with more than half of the Centers for Medicare & Medicaid Services staff furloughed, reimbursement processing for healthcare providers and customer service wait times may slow.

          Lessons from past shutdowns

          Historically, Social Security checks have gone out on time during all 20 shutdowns since 1976. While the 1995–96 shutdown caused significant delays in Medicare applications, more recent shutdowns in 2013 and 2019 had minimal impact on benefits. The evidence suggests that while administrative inconveniences occur, core entitlements remain unaffected.
          Social Security and Medicare benefits are shielded from political standoffs because of their legal and financial structure. Beneficiaries can expect payments to continue as scheduled, even in prolonged shutdowns. Still, those needing new disability determinations, benefit verifications, or Medicare-related documents should be prepared for longer waits until normal federal operations resume.
