Build a bilateral real EUR/USD index from a monthly exchange rate and two price indexes. Recalculate four years of data and find the spot level that offsets an inflation gap.
EUR/USD can rise while the euro loses purchasing power relative to the dollar. The direction depends on whether a higher dollar price per euro offsets the change in consumer prices on both sides of the pair. A bilateral real index measures that comparison over a chosen period.

Use USD per EUR for S, the euro-area price index for H and the US price index for U. Express each series as a ratio to its own starting observation. Multiplying the exchange-rate factor by the euro-area price factor and dividing by the US price factor compares the dollar cost of the euro-area basket with the cost of the US basket. An increase in this index represents real euro appreciation. The series can have different published base years because each is divided by its own starting value.
100 × (S₁ ÷ S₀) × (H₁ ÷ H₀) ÷ (U₁ ÷ U₀)
Start at EUR/USD 1.1000, with each price index at 100. The exchange rate rises to 1.1220 and the price indexes rise to 102 in the euro area and 107 in the US. The euro gains 2.00% in nominal terms. In real terms the factor is (1.1220 ÷ 1.1000) × (102 ÷ 107), a fall of 2.77%. To hold the real index at 100, the closing rate needs to reach 1.15392. At 1.1600 the real change turns positive at 0.53%. Use the exact ratio, particularly when the answer is near zero.
The table uses ECB monthly average reference rates, Eurostat all-items HICP and BLS all-items CPI-U. Both price indexes are unadjusted for seasonality. Each change compares the same calendar month with December a year earlier. From December 2021 to December 2022 the euro-area price level rose faster than the US measure, so the real decline was smaller than the nominal decline. From December 2023 to December 2024 the relative price move went the other way and deepened the real decline. These are retrospective comparisons and provide no test of what caused spot to move.
| December | USD per EUR | Euro area HICP | US CPI-U | Nominal change | Real change |
|---|---|---|---|---|---|
| 2021 | 1.130378 | 110.37 | 278.802 | — | — |
| 2022 | 1.058881 | 120.52 | 296.797 | −6.33% | −3.91% |
| 2023 | 1.090305 | 124.05 | 306.746 | +2.97% | +2.55% |
| 2024 | 1.047875 | 127.07 | 315.605 | −3.89% | −4.32% |
| 2025 | 1.170871 | 129.54 | 324.054 | +11.74% | +10.94% |
Keep the quote direction, observation month, exchange-rate averaging and price-index definitions consistent. Invert the real ratio as well if switching to EUR per USD. Leave missing observations blank and align data release dates before using a reconstructed series in a backtest. The index level depends on the base date and has no fair-value reading on its own. A comparison against multiple trading partners instead calls for a trade-weighted effective exchange rate.
