Data Interpretation: The Philadelphia Federal Reserve Bank's Business Outlook Survey (BOS) is a monthly survey of manufacturers in the Third Federal Reserve District. The survey has been conducted each month since May 1968. BOS monthly responses are tabulated and published as a diffusion index, designed to measure overall business activity, shipments, new orders, inventories, delivery times, prices paid and received, and the direction of change in employment. The diffusion index for each indicator in the business outlook survey is calculated by subtracting the percentage of respondents who see a decline from the percentage who see a rise. Each index has a maximum value of 100 and a minimum value of -100.
