Offshore jurisdiction: the broker claims to be registered in St. Lucia, where forex trading activities are not licensed.

Non-regulated: the alleged physical address is in Montenegro. However, our search for the company in the register of the Capital Market Authority of Montenegro (SCMN) hasn't yielded any matching results. This means Plexytrade is not regulated there.
