The National Commission of Digital Assets (CNAD) is the institution responsible for ensuring compliance with regulations in the digital assets market. In accordance with the powers granted by the Digital Asset Issuance Law (LEAD), CNAD not only acts as the regulator of the ecosystem but also oversees its operation.
CNAD’s primary objectives include ensuring compliance with regulatory standards, fostering innovation, and maintaining a secure environment for digital asset transactions.
CNAD also maintains a public registry of authorized issuers and marketers of digital assets. Operating without CNAD’s approval is illegal, and violators are subject to penalties under Digital Assets Issuance Law.
1. Establish and oversee compliance with regulations and standards applicable to digital assets in El Salvador.
2. Grant licenses and authorizations to companies and platforms related to Digital Assets.
3. To protect consumers and users from fraudulent and malicious activities within the digital asset ecosystem.
4. Encourage the adoption of innovative technologies and practices in the digital asset sector.
5. Collaborate with other national and international regulatory agencies to improve the regulatory framework.
Generally speaking, CNAD-regulated DASPs can be found on the Public Registry Page of the CNAD website. Try to find it and check whether the information matches that on the platform.
The detailed steps are as follows:
1. Find the regulated DASP's entity name, which you can find on its website.
2. Use Ctrl+F to search for the entity name on this page: https://cnad.gob.sv/public-registry/digital-assets-service-provider/.

3. Click on the result to view the details of the regulated DASP. Check especially to see if the registered website matches the platform you would like to verify.
When you have disputes with a CNAD-regulated DASP, you can proceed the following ways:
1st way: The recommended way is to contact their customer service directly and discuss with them to find a solution.
2nd way: If you're not satisfied with their solution, you may file a complaint with CNAD through: https://cnad.gob.sv/supervision/user-protection/.
3rd way: If the 2 ways above can't solve the dispute, the last way is to issue a case to the court in El Salvador.
